Plaza de la Virgen Blanca, Vitoria - by Albert Roca Noguer on Google

Description
Plaza de la Virgen Blanca is the historical public square of Victoria, where food markets and even bullfights used to take place. In the centre stands a monument commemorating the Battle of Vitoria that took place in 1813, during the Spanish War of Independence. The Church of San Miguel marks the northern end of the square and its eastern side opens onto the city's own Plaza de España.
Access & Transport
The square is in the heart of the old city, 600m north of the train station (8mins walk). Vitoria itself is 60km south of Bilbao, 100km west of Pamplona, and 120km northeast of Burgos. There are direct trains to Pamplona (65mins) and Burgos (85mins)
Instructions & Recommendations
We suggest combining this activity with the Plaza de Espana, the Cathedral of Santa Maria, and for those keen on some contemporary art, the Artium museum.
Environmental & Social
Environmentally, there is no data at the neighbourhood level, but it is mostly concrete with few green spaces. Part of the city's architectural heritage.
Conclusion
The Plaza de la Virgen Blanca is arguably a must-see in the city but, other than the old buildings surrounding it, it lacks charm. Just make sure to include this in your discovery of the historical center but no need to budget much time for it.
